    Position Title: Road Laborer

    Union: Non-Union

    Working Title: Road Laborer

    Salary Grade: E $16.15-$16.55/hour

    Reports to: Road Superintendent FLSA

    Classification: Non-Exempt

    Department: Public Works

    Road Laborer

    General Position Summary: Road Laborer is an entry level position. Performs general unskilled or limited semi-skilled manual tasks in maintaining county roads, public right-of-ways, bridges and other related facilities using maintenance equipment, tools, and vehicles as required.

    Essential Functions (in a typical work week):

    • Works independently or with a crew on road maintenance or road construction projects such as paving, patching, mowing, brush cutting, ditching, culverts, fences, guard rails and bridges.

    • Performs manual labor such as flagging, traffic control, digging ditches, cleaning and installing culverts, cleaning road shoulders, bridge repairs, building fences, cutting and disposing of brush, spraying weeds, installing guard rails and removing trash and other debris.

    • Performs emergency repairs and maintenance day or night and during extreme inclement weather as assigned.

    • Snow plowing and Sanding.

    • Responsible for safety such as proper work practices and the installation and maintenance of adequate safety devices for the protection of self, fellow employees and the general public.

    • Cooperates with and maintains harmonious relations with other employees and the general public.

    • Minor maintenance of equipment may be assigned or required.

    • Must maintain regular and predictable hours.

    • Any employee may be required by their manager to perform any of the duties described in his/her position description, and other duties which may be necessary or desirable and for which the employee is qualified.

    Responsibility/Accountability: This section of the job description describes the amount and breadth of responsibility and accountability that rests with the position, including the expected results of the position, the impact on County operations and activities, and the responsibility for budget.

    Minimal influence on organization operations, programs, and expense or budgetary outcomes.  Dollar amounts influenced would be considered small. Responsibility for the prudent use of assets does not extend beyond own work responsibilities. While public contact is a part of the position’s responsibilities, supervisory action would prevent or correct most issues. 

    Supervision of Employees:  This section of the job description describes the supervisory responsibility assigned including the range and types of supervisory functions performed, from directing work activities and delegating assignments, to coaching, counseling, making disciplinary decisions, hiring, firing, salary actions, performance appraisal, training, etc. as well as the types of employees supervised.

    Positions at this level are not responsible for any supervisory functions or responsibilities, but may occasionally be asked to orient and/or train new employees.

    Interpersonal Skills/Contacts:  This section of the job description describes the characteristics of personal interaction with others including the frequency of contacts with others, the breadth of interactions (within the County, outside the County, with vendors/contractors, dealing directly with the public, etc.), and the level of persons interacted with.  Also included in this section is the reason for contact such as gaining cooperation; use negotiation, tact, teamwork, and sensitivity; or the likelihood of dealing with disagreeable or hostile individuals. 

    Positions at this level have contact with both other County employees and members of the public.  Internal contacts are normally made within the individual’s own work group, or with similar positions in other departments. The contacts normally concern information of a routine nature, but may require some discussion or explanation.  Contacts are normally made on a one-on-one basis.  Contacts with the public require listening, understanding questions or issues, and providing routine information or successful transfer to others for more difficult interactions.  The importance of communication or interpersonal skills is usually incidental to other aspects of the job.

    Working Conditions:  This section of the job description outlines the work environment, conditions, and hazards that are encountered in the course of assigned work. This includes the personal risk, hazard, varying work schedules, level of interruptions, job pressure, and the need to frequently juggle priorities and work assignments. Also, exposure to unpleasant working conditions such as high noise levels, heat or cold, inside or outside work, exposure to electricity, chemicals, poor lighting, confinements, machinery, interactions with disturbed or dangerous individuals, personal attacks, contact with contagious disease, or situations where personal safely cannot be assured.

    Positions at this level have a work environment that contains hazards or obstacles on a regular basis.  Exposure to working conditions such as high noise levels, heat, cold, lack of lighting, confinement, chemicals, inclement weather, machinery, contagious diseases, or where interactions with hostile, attacking individuals occur frequently and create a moderately high level of work risk or hazard.  Work that is highly physically demanding, which also creates a potential of risk, should be placed at this level.

    Physical Requirements:  This section of the job description describes the physical effort and manual labor, such as sitting, standing, lifting, carrying, digging, operating equipment, performing with speed, etc., as well as the dexterity required to complete the job functions.  The need for travel, extended hours, and situations of physical discomfort are also outlined here.

    Positions at this level require regular substantial physical effort and guide labor, such as lifting and carrying of heavy objects (50+ pounds), constant movement, digging, bending, squatting, crawling, etc.  Positions with sustained physical effort for the majority of the work time are to be placed here.

    Education, Experience, and Certification/Licensure:  This section of the job description outlines the education, previous experience, professional licenses, certifications, and specific skills necessary to perform the assigned work. 

    Positions at this level require abilities, skills, training, and/or knowledge base equal to those typically learned in high school or a GED course of study.  No certifications are necessary to meet the minimum job requirements.  Position requires basic skills that could be learned or refined in a relatively short period of time, such as one-step tasks, following instructions, etc. Up to six months previous work experience may be required.

    Department: Public Works

    General Position Summary: Performs skilled manual tasks by maintaining both urban and rural County roads, right-of-ways, bridges and other related facilities by operating automotive and/or other equipment used in road construction or maintenance. This position usually works under the supervision of a Road Maintenance Supervisor. At times, this position may act with supervisory authority in the absence of a Road Maintenance Supervisor.

    Essential Functions (in a typical work week):

    • Works independently or with a crew on road maintenance or construction projects such as paving, patching, mowing, brush cutting, ditching, culverts, fences, guard rails and bridges.

    • Performs manual labor such as flagging, traffic control, digging ditches, cleaning and installing culverts, cleaning road shoulders, bridge repairs, building fences, cutting and disposing of brush, spraying weeds, installing guard rails and removing trash and other debris

    • Performs emergency repairs and maintenance day or night and during extreme inclement weather as assigned.

    • Responsible for work zone safety such as following proper work practices, utilizing proper PPE, and the installation and maintenance of adequate safety devices for the protection of self, fellow employees and the general public.

    • Cooperates with, and maintains, harmonious relations with others employees and the general public.

    • Truck Driver - operates a dump truck in hauling and dumping of maintenance or construction materials.

    • Operates a transport truck to move heavy equipment to and from job locations.

    • Loader Operator - operates front end loader in moving earth and rocks, filling trucks or other operations.

    • Roller - operates roller in paving or base preparation operations.

    • Back Hoe Operator - operates a back hoe in digging ditches, removing slides, etc.

    • Motor Grader Operator - operates a grader in grading and sloping roads, running ditches and other road maintenance & construction projects.

    • Dozer Operator - operates dozer in earth or rock moving on road maintenance or construction projects.

    • Minor maintenance of equipment may be assigned or required.

    • Must maintain regular and predictable hours.

    • Any other related duties as assigned.

    Secondary Functions (in a typical work week):

    • Distributor Operator – operate or assist with an asphalt distributor.

    • Paint Striping Operator – operate or assist with a traffic paint striping machine

    • Snow plowing and sanding

    • Any employee may be required by their manager to perform other duties which may be necessary or desirable and for which the employee is qualified.

Positions at this level must continually assess the environment as it relates to personal safety both for themselves and for others.

    Physical Requirements: This section of the job description describes the physical effort and manual labor, such as sitting, standing, lifting, carrying, digging, operating equipment, performing with speed, etc., as well as the dexterity required to complete the job functions. The need for travel, extended hours, and situations of physical discomfort are also outlined here.

    Positions at this level are physically demanding throughout the entire work day. Consider the extent to which equipment accomplishes the work vs. the requirement for physical output for the employee. Positions where guide labor is the purpose of the position are to be placed at this level.

    Education, Experience, and Certification/Licensure: This section of the job description outlines the education, previous experience, professional licenses, certifications, and specific skills necessary to perform the assigned work.

    Positions at this level require skills, training, and/or knowledge base equal to a high school education/equivalent and up to one-year post-high school education or vocational training. Programs leading to certificates obtained in one year or less are also placed at this level. Skills and abilities needed to complete job assignments often include mathematical computations, operation of minor/small equipment, reading of directions, etc. Skills may be focused in one area. Previous work experience of between 6-18 months may be required. Capability to reason and think through established process steps is typically needed.

    • High School Diploma or general education degree

    • Three years progressively responsible experience in road maintenance or training

    • Possession of a valid Driver’s License, CDL, Class A, (or Class B, with ability to obtain Class A within 90 days)

    • Valid flagging certificate
