REQUEST FOR STATEMENTS OF QUALIFICATION

AVIATION PLANNING SERVICES 

Columbia Gorge Regional Airport 

Separate statements of qualification for aviation planning services for the Columbia Gorge Regional Airport (Airport) located at 45 Airport Way in Dallesport, WA 98617 will be received by City Clerk Amie Ell until 2:15 p.m. Pacific Prevailing Time, on Tuesday, April 29, 2025, via email only to: thedallesbids@ci.the-dalles.or.us, at which time the email account designated for receipt of submittals will be accessed. Statement of qualification responses will then be read aloud via a Zoom meeting (Meeting ID: 858 0212 1281; Passcode: 068006) accessible on the City’s website at www.thedalles.org/bids. Note: immediately following the electronic submission of a statement of qualification, Submitters will receive confirmation their email has been received. THE DUTY IS ON THE SUBMITTER TO ENSURE THE REQUIRED DOCUMENTS ARE ATTACHED TO ANY EMAIL BEING SENT TO THE CITY IN RESPONSE TO THIS REQUEST FOR QUALIFICATIONS. 

The Airport is requesting statements of qualifications from qualified firms to provide aviation planning services for the Airport located at 45 Airport Way in Dallesport, WA 98617. The Airport is co-owned, co-sponsored, and co-operated by the City of The Dalles, Oregon (City) and Klickitat County, Washington (County). This project is anticipated to be funded in full or in part by the Federal Aviation Administration (FAA). All work is required to comply with all FAA requirements and regulations. All work must be conducted in accordance with the solicitation and contract documents. The contract awarded through this solicitation will be a personal services agreement. 

Statements of qualification must be submitted in accordance with the solicitation and contract documents for the Request for Qualifications for Aviation Planning Services. The solicitation and contract documents may be reviewed at the Office of the City Clerk located at The Dalles City Hall (313 Court Street in The Dalles, OR 97058) and are also available on the City’s website at www.thedalles.org/bids. Any change to the solicitation or contract documents will be by written addendum. Submitters are responsible for checking the City’s website regularly for addenda and additional information for the Project. No cost or prices for services shall be included in any statement of qualification submitted pursuant to this RFQ. The Airport may reject any statement of qualification not in compliance with all prescribed public contracting procedures and requirements and may reject for good cause any or all statements of qualifications upon the Airport finding it is in the public interest to do so. The Airport also reserves the right to waive any informality in connection with any statements of qualification or to postpone the award of the contract for 60 days. 

No statement of qualification may be withdrawn after the time set for statement of qualification opening or before the award of the contract, unless award is delayed for a period exceeding 60 days.
