City awards $628K sewer lining contract to Vortex Services; work begins March 18
Vortex Services, with headquarters in Sandy, Utah, will begin sewer pipe rehab in The Dalles starting on March 18.
The Dalles, Ore., March 11, 2026 — Vortex Services will conduct a sewer rehabilitation project for the City of The Dalles from March 18 through March 27 which will lead to some temporary lane closures during the 10 days of work.
Contractors intend to keep traffic moving, minimizing disruptions and ensuring access.

The work will include cleaning existing sewer mains and installing a cured-in-place pipe, or CIPP, liner inside the existing sewer lines. The method allows crews to rehabilitate aging sewer pipes without excavation.
The City of The Dalles awarded the contract for the 2026 sanitary sewer cured-in-place pipe, or CIPP, lining project to Vortex Services for approximately $628,000.
The work includes pre- and post-installation video inspections of the sewer lines and access through existing manholes rather than digging up streets. The process restores sections of sewer pipe that have deteriorated due to age, corrosion or root intrusion, extending the life of the city’s underground infrastructure while minimizing surface disruption.
Vortex crews will access the system through existing sewer manholes and set up traffic control as needed. No road closures are expected, though drivers are asked to use caution when traveling through work areas.
Work at each location is expected to last approximately five to eight hours. Residents and businesses in affected areas may notice an increased presence of Vortex vehicles during the construction period.
Crews will distribute flyers and speak directly with residents and businesses that may be affected by the work.
Part of the project will take place between Court Street and Laughlin Street from East First Street to East Fourth Street. To accommodate nearby businesses and other ongoing work in the area, construction in this section will occur during nighttime hours.
Crews will coordinate with nearby businesses and property owners to minimize disruptions and maintain access.
In other areas of the city, work will generally occur during daytime hours between 7 a.m. and 4 p.m.
