Former NORCOR guard pleads guilty to sexual misconduct, gets 60 days jail time

A 33-year-old former jail guard at NORCOR was sentenced to 60 days jail time and three years probation after pleading guilty to having sex with a female prisoner in April 2023. 

Former Corrections Deputy Josue Perez pleaded guilty to first-degree custodial sexual misconduct stating he “knowingly engaged in sexual intercourse” with the victim who was “was detained in a correctional facility while I was employed by a local agency that operated the correctional facility in which” the victim “was detained.”

It is a class C felony.

Perez was taken into custody on Aug. 30 and was serving his jail time at the Umatilla County Jail this morning, Sept,6, according to the jail’s inmate roster. 

In the plea deal signed by Wasco County District Attorney Matthew Ellis and accepted by a Wasco County Circuit Court Judge on Aug. 19, Perez agreed to provide the state with a sample of his DNA, gave up his right to gun ownership, and agreed to petition for permission to leave the state of Oregon.

The plea deal also requires him to complete 60 days of jail time with credit for time already served, 36 months of supervised probation, 80 hours of community service, counseling as recommended by his probation officer and to pay a $1,000 compensatory fine to the victim.

Back in February 2024, Perez was arrested in The Dalles and booked at Northern Oregon Regional Corrections (NORCOR), after a warrant was issued for his arrest following an indictment by a Wasco County Grand Jury.

Perez was taken into custody without incident and was housed in Umatilla County. 

The arrest came after a five-and-a-half-month-long criminal investigation into alleged misconduct complaints against Perez.

Perez was immediately placed on administrative leave by NORCOR in August of 2023 when the allegations were reported. Perez had been employed as a corrections deputy at NORCOR since January 2022.

The case was investigated by the Wasco County Sheriff’s Office and referred to the Wasco County District Attorney’s Office. Any inquiries regarding the investigation or charges should be directed to the Wasco County District Attorney’s Office.

NORCOR is a regional jail located in The Dalles, Oregon. The facility, which includes both adult and juvenile detention serves Hood River, Wasco, Sherman, and Gilliam Counties.
