HAVEN releases official statement about former Director charged with theft of more than $96,000

HAVEN from Domestic and Sexual Violence, in The Dalles released an official statement today, July 11, about the secret indictment of former HAVEN Executive Director, Tara Koch.

Koch was arrested Thursday, July 7th, 2022 in Washington County on 26 counts including theft, identity theft and forgery. HAVEN alleges that Koch stole more than $96,200* from HAVEN. Koch will be tried in Wasco County on all 26 charges.

“The dedicated staff and board of Haven are devastated by the conduct of the former director of Haven. The Board appointed a new Director, Marcee Kukal Manning, in October of 2021. In the past eight months, Ms. Manning, the board and staff cooperated fully with the investigation, completed a thorough audit utilizing an independent accounting firm, and implemented stronger fiscal policies to ensure the continuity of Haven's vital services. Haven will continue to support and advocate on behalf of victims of domestic violence and sexual assault. Haven pledges full cooperation with the prosecution of its former director and thanks the Attorney General, Ellen Rosenblum, her Assistant Attorneys General and Department of Justice investigators for their hard work and assistance during this challenging period.”

* This estimate is based on the theft charges: Nine counts of aggravated theft, which is a Class B felony for theft of $10,000 or more. Six counts of first degree theft which is a Class C felony for theft of $1,000 or more. And two counts of second degree theft which is a misdemeanor for the theft of $100 or more. (9x10,000)+(6x1,000)+(2x100)=$96,200 CCCNews will report on the total amount allegedly stolen when the investigation makes those numbers available.
