MCCAC Announces Conversion of 21 Units at The Annex into Permanent Supportive Housing

The Dalles, Ore., Dec. 23, 2025 — Mid-Columbia Community Action Council (MCCAC), in partnership with Mid-Columbia Center for Living (MCCFL), is pleased to announce the conversion of 21 units at The Annex into permanent supportive housing (PSH).
This initiative represents a significant step forward in addressing chronic homelessness in Wasco County and providing stable, long-term housing with comprehensive support services.
What is Permanent Supportive Housing?
Permanent supportive housing combines affordable housing assistance with support services to address the needs of chronically homeless people. The services are designed to build independent living and tenancy skills and connect people with community-based health care, treatment, and employment services.
Project Details
MCCAC is utilizing local contractor CMS Construction to complete the conversions, which will include the addition of custom kitchenettes to each of the 21 units. Current Annex guests will most likely be the ones to occupy the PSH units, ensuring that no one is displaced during this transition. The work will be completed in phases, with the first clients expected to enter the program in February 2026. MCCAC expects that the entire room conversion project will wrap up sometime in the Spring of 2026.

"It has taken our team a lot of work to get to this point, and we're grateful to have the opportunity to provide housing to folks who otherwise might not be housed and to be able to generate revenue for the long-term support of the transitional housing side of The Annex."
The partnership with MCCFL will enable MCCAC to provide comprehensive wraparound services to residents, including case management, healthcare connections, mental health support, and employment assistance.

MCCFL has a number of real success stories of challenging clients stabilizing at the Annex. The changes MCCAC has now successfully made to The Annex mean vulnerable people will have not only a long-term housing option but will have the support of MCCAC and MCCFL staff on-site to make that housing setting successful. The Annex, located in downtown The Dalles, provides transitional housing and support services to individuals and families experiencing housing instability. The conversion of 21 units to permanent supportive housing will allow MCCAC to serve those with the greatest need for long-term housing stability while maintaining the transitional housing programs that serve the broader community.
