Red’s Went Green - Marijuana Farm permit Approved for former hardware store

Red’s Trading Post recently sold for $650,000 and a recent application to the City of The Dalles Planning Department is requesting a permit to grow recreational marijuana.

The Dalles Planning Commission approved a conditional permit to Tony Cheng to operate a marijuana farm at the former Red’s Trading Post building, 2610 W. Second Street.

The decision came at the Commission’s regularly scheduled meeting on Thursday, Jan. 20.

The permit was given on multiple conditions including this one.

  • The City is requiring The marijuana production, processing, storage, or wholesaling business’s state licensing must be in good standing with the Oregon Health Authority or the Oregon Liquor Control Commission, and the business must comply with all applicable rules and regulations administered by the respective state agencies, including without limitation, those rules that relate to labeling, packaging, testing, security, waste management, food handling, training, air quality, and stormwater standards.

Columbia Gorge Ent LLC is asking for a conditional use permit to operate an indoor marijuana farm at the former Red’s Trading Post building at 2610 W. Second Street.

According to the application, Tony Cheng is the applicant requesting the permit. CCCNews left phone calls with Cheng to get additional information. 

Cheng’s application states that the 7,860-square-foot building will be used to produce, process and store recreational marijuana and will have a maximum operating capacity of three workers on any given day. According to planning documents, the business will not be open to the public and will have no retail sales.

Each room also has an activated charcoal filter in the heating and ventilation system as well as a carbon filtration system to control, absorb and reduce plant odor, according to the application 

Not an Outright Use

Marijuana grows, while allowed in commercial light industrial zoning, are required to get a conditional use permit which triggered the need for a hearing on Thursday.

One Comment 

One comment was received on the application. The individual did not object to the application and wondered why a conditional use permit was even required. They also wanted to ensure that the facility would not have a retail operation as there is already one within 300 feet. 

Marijuana retailers are not allowed to be within 1,000 feet of each other, according to the City code.

Recommend to approve

City planning staff is recommending approval of the conditional use permit with multiple conditions. 

Sleuthing the Records 

Eric Stovall recently sold Red’s Trading Post, a 2-acre property, to Columbia Gorge Enterprises, LLC in October for $650,000, according to Wasco County records.

Columbia Gorge Entterprises, LLC is owned by Yan Xi Ma of The Dalles, according to the business register with the Oregon Secretary of State. 

CCCNews caught up with Ma on Tuesday, Jan. 18. She said she was renting the building to Cheng who is the proprietor of the Marijuana Farm business.
