Abigail Elder is the new City Manager of Hood River. She was most recently Director of Community Services and Engagement for the City of Beaverton. She has more than 15 years of local government management experience in Oregon, from public library administration to serving as director of the mayor’s office for the City of Beaverton.

After an extensive search process, the Hood River City Council announced that Abigail Elder will be Hood River’s next city manager beginning November 1.

Elder was most recently Director of Community Services and Engagement for the City of Beaverton. She has more than 15 years of local government management experience in Oregon, from public library administration to serving as director of the mayor’s office for the City of Beaverton.

“We are excited to have Abigail join our City team” Mayor McBride said, “She brings energy and expertise in areas the City is headed in the future.”

Elder has a history of working as a collaborative, strong leader who values DEI (diversity, equity and inclusion), sustainability, and solutions that address today’s issues. She says Hood River City

Council’s priorities align with her experience and interests.

“It is an honor to have been selected for this position,” Elder said, “The size, diversity and ambition of the City of Hood River are what attracts me most to this position and I look forward to working with the City Council, staff, and residents to ensure that Hood River remains a vibrant and welcoming place for everyone.

Originally from Minnesota, Elder holds master’s degrees in Public Administration from Portland State University and in Library and Information Studies from the University of Wisconsin ‐ Madison.

She earned her bachelor’s degree from Saint Olaf College.

Elder succeeds Rachael Fuller who left her post on July 1. Since Fuller’s resignation, City Council developed its vision for a new city manager and evaluated finalists with input from the community and staff.
