Announcing Housing Production Strategy Adoption

The Dalles, Ore. Feb. 21, 2025 — The Dalles City Council adopted the Housing Production Strategy (HPS) at its January 27, 2025, meeting, marking a significant step toward addressing housing needs and affordability challenges.
The HPS is a state-mandated initiative under Oregon House Bill 2003, requiring cities with over 10,000 residents to adopt a strategy for housing needs. The City’s HPS was developed through a coordinated effort beginning in spring 2024, building on the 2023 Housing Needs Analysis and Residential Buildable Lands Inventory. Oregon-based consulting firm Cascadia Partners led the process with input from the City Council, Planning Commission, and a project-specific Advisory Committee. Funding was provided through a Housing Need and Technical Assistance grant from the Oregon Department of Land Conservation and Development (DLCD).
The HPS outlines 19 actions across five categories—Partnerships, Regulatory, Incentive, Investment, and Land-Based—designed for implementation over eight years. These actions aim to expand housing options, improve affordability, and meet the needs of diverse community members, including seniors, people with disabilities, and individuals experiencing homelessness.
The strategy was developed through extensive community engagement, including work sessions, public forums, surveys, and stakeholder interviews. The final HPS reflects input from realtors, developers, housing advocates, service providers, and employers.
Following adoption, the City will submit the HPS to DLCD within 20 days for public review. DLCD will have 120 days to approve, approve with conditions, or request modifications. The City must also submit a progress report within four years to demonstrate implementation.
The adoption of the HPS provides a strategic roadmap for The Dalles to enhance housing affordability, support sustainable development, and address long-term housing needs. The City is committed to working with community partners to implement the strategy.
