TD Council to look at buildable lands to increase employment, grow economy

The Dalles City Council will hear an update on the City’s buildable lands inventory at its regular meeting this evening, Monday, March 28, starting at 5:30 p.m.
The buildable lands inventory is used in guiding decisions and requests affecting local employment and the economy.
Council is poised to discuss the updated plan that will eventually be completed and submitted to Wasco County Planning as well as the Department of Land Conservation and Development. Ultimately, the Inventory would be part of an overall strategy that identifies employment conditions and trends, targets industries, employment land needs, and draft strategies and actions to achieve the City’s economic objectives. Supporting documents are on pages 28 through 66 of the Council packet.

Stream Corridor Setback Changes proposed
Council will consider amending the development code that would increase the distance between streams and new construction.
The Council will review three updates.
The first would eliminate the ability to reduce a 50 foot set back to 25 feet when a riparian restoration plan is submitted.
The second update would require the hardship adjustment to maintain a 30-foot setback from a stream. Currently, a hardship adjustment allows for as little as a 16 ½- foot setback.
The third update reduces the 3,000-square feet of impervious surface area, such as an asphalt parking lot, to just 500 square feet within the 50-foot setback from a stream.
Budget Adjustments - $116,000
Resolution No. 22-009 transfers $92,000 from the Contingency line item of the General Fund to cover the following items:
$90,000 is needed from the General Fund Contingency to compensate The Dalles Police Department. Due to several Police Officers resigning, the Police Department is significantly understaffed and is requesting an additional $80,000 in the overtime budget of the Personnel Services and $10,000 is needed in the clothing line item for uniforms for the new officers that are onboarding.
$2,000 is needed from the General Fund Contingency to the Animal Control Department for additional clothing. The current Animal Control Officer has put his resignation in and a new uniform will be needed.
Resolution No. 22-009 transfers $24,000 from the Airport Contingency line item of the Airport Fund to cover the following items: 1) $24,000 is needed from the Airport Contingency for additional monies for property taxes that was inadvertently left out of the budget.
