HR Council begins discussion on creating more public space with temporary street closures

The Dalles, Ore., April 28, 2025 — Hood River City Council will discuss a pilot project identified by council during a goal setting session to temporarily close a downtown street to create a more pedestrian-friendly environment, support local businesses, reduce vehicle emissions, and activate public space.

The discussion will come this evening at Council’s regular meeting, set for 6 p.m. tonight, April 28 at City Hall, 211 2nd St.

No specific street has been identified for closure at this time, according to the staff report. Rather, the discussion is intended to be more general.

Staff recommend a one-block closure without impacting intersections, maintaining emergency access and keeping Cascade Avenue open. Closures would be limited to 12 hours, reopening overnight for deliveries. Additional trash receptacles would be provided; optional amenities like tables, chairs, and planters would require rental or purchase.

Staff note that occasional programming could help attract visitors but would need coordination and funding. City staff would manage barriers and maintenance, with support from Hood River Garbage.

Staff is asking Council direction on goals, location, duration, amenities, and potential programming. Costs are expected for staff overtime, additional garbage service, and amenities. No suggested motion is proposed at this time and staff wants direction on receiving input from businesses that would is anticipated during future discussions.
