Friday, 7-17-2020, 9:32 a.m. Narrative by Trooper Zachary Yoder

The subject called into the State Police office to complete his annual sex offender registry by phone, per COVID policy. According to his registry he was required to register within 10 days of his birthday on the 3rd of July. Being the 17th he is 14 days past his required registry date. He was issued a citation that was certified mailed to him along with his SOR form. 

  • The subject was identified as Carlos Michael Holeman, 35, The Dalles. He was issued a citation for failure to report.

Non injury crash Vehicle #1, 2010 gray Mazda MZ3 driven by Randi Marie Hagen was driving westbound on I 84 approaching Biggs Jct, milepost 104. She was approaching the back of another vehicle and the cruise control would not turn off and the brakes were "not working". She swerved out of the fast lane "hoping no one was there" but vehicle #2 was in the slow lane and was rear ended by Hagen. Vehicle #2, 1978 Volkswagen Van driven by Stefan Kai Huschke. Vehicle #2 pulled to the shoulder of the highway and reported the crash as a hit and run. Vehicle #1 returned to the scene and both parties exchanged information prior to my arrival. Driver #2 was given phone numbers for tow companies in the area.

Friday, 7-17-20, 12:13 p.m. Narrative by Trooper Zachary Yoder

A 2015 gray RAM Promaster van, driven by David Morrill Van Cott, was eastbound on I-84 in the right lane, (aprox. Milepost 82, eastbound). A 2018 white Nissan Rogue, driven by James Cecil Johnson, was eastbound on I-84 in the left lane. The surf boards attached to the roof of the RAM van broke loose from the van when it was buffeted with a gust of wind. The surf boards flew up into the air towards the Nissan. The driver of the Nissan attempted to swerve out of the path of the boards however the wind blew them the same direction he attempted to make an evasive maneuver towards. The Nissan struck the boards with the front bumper. The owner of the boards was able to remove them from the roadway before any other vehicles were damaged.

Saturday, 7-18-2020, 3:26 p.m. Narrative by Trooper Jacob Ferrer

On Saturday July 18th, 2020 at approximately 3:30 PM I responded to a disturbance at the Mayer State Park boat launch. I discovered an intoxicated subject had left his two dogs in a parked vehicle while he was on a boat for approximately four hours. The ambient temperature at the time of the call was in the high 80’s. When he returned to shore, he found both the dogs were deceased due to the heat inside the vehicle. The male subject got into a verbal altercation with a woman in a wheelchair who had called police to report the deceased dogs. As the male was leaving the boat launch area in his vehicle, according to witnesses, he intentionally swerved his vehicle at the woman in the wheelchair. The male and his wife left the scene prior to my arrival but were located several minutes later at Memaloose campground. The male was visibly intoxicated and admitted to drinking on the boat and then having several more drinks within a short period of time upon his arrival at the campground. He refused field sobriety tests. The male was cited and released for two counts of animal neglect I and reckless driving.

  • The male cited was Kyle Nicholas Moskos, 35, of Issaquah, Wash.

Saturday, 7-18-2020, 10:12 p.m. Narrative by Trooper Travis Paulsen:

I responded to a driving complaint on Interstate 84, (milepost 58, westbound). The vehicle, a silver BMW was reported as swerving all over the road. Two separate driving complaints were received in a short period of time. I located the vehicle parked near milepost 60 westbound. A male passenger appeared to have just finished urinating on the side of the roadway. The vehicle pulled back onto the roadway and was observed driving all over the road, failing to drive within its lane and not using any turn signals. I blocked traffic to prevent the vehicle from crashing into other motorists. The vehicle stopped in the middle of the passing lane when I activated my overhead emergency lights. The driver later identified as Nancy Torres appeared disheveled, delayed and lethargic. Her eyes were red and glassy and I could smell a heavy odor of alcohol on her breath. Torres had very poor balance and I observed her to have a visible sway. Torres' fly was down on her pants and the front of her pants appeared wet or soiled. After getting the vehicle moved safely to the right shoulder, Torres consented to performing SFST’s. I observed 6 of 6 clues during HGN. Torres performed very poorly during the WAT and OLS tests and was visibly impaired. Torres was taken into custody for DUII and reckless driving. Torres later submitted to a breath test with a result of 0.16% BAC. After being cleared at the hospital for an asthma related complaint, she was transported and lodged at NORCOR.

Sunday, 7-19-2020, 4:25 p.m. Narrative by Trooper Zachary Bohince:

I responded to a non injury, blocking crash on SR 35 near milepost 94. A Chevy Equinox was stopped in the NB lane attempting to turn left into a fruit stand was rear ended by a Volvo station wagon. Both vehicles came to an uncontrolled rest in the NB lane. Guzman bros towed both vehicles. 

  • The driver identified in the report was Regina Diane Grayson, 52; no address was given.

Sunday, 7-19-20, 6:07 p.m. Narrative by Trooper Kaipo Raiser:

Troopers responded to a complaint that two adults were engaging in sexual intercourse within view of children. The parent of the children confronted the adult male and female who then moved further away along the Columbia River from the children. The parent requested the involved couple be spoken with but declined making a criminal complaint against the subjects. Contact was made with the male and female who both denied any sexual actively occurring. Both appeared intoxicated and the male was partly uncooperative with providing information. I recognized the male from his local anti-governmental posts on social media. Both were spoken to about the seriousness of engaging in sexual activity in a public place and within view of minors. Both were advised not to drive.

  • The location for the incident was I-84 at milepost 97, westbound.

Sunday, 7-19-2020, 9 p.m. Narrative by Trooper Kaipo Raiser:

A silver Honda Accord was stopped at the stop sign on SR-282 waiting to turn left onto SR-35. A red Ford Explorer was traveling in the right lane southbound approaching the intersection of SR-282. The Accord pulled out in front of the Explorer and was struck by the Explorer. The driver of the Accord stated he never saw the Explorer and indicated he failed to properly clear the intersection before entering it. The driver of the Explorer stated he attempted to avoid a collision by braking and swerving. Both vehicles were drivable.

  • Drivers were identified as Juan Daniel Becerra-Hernandez, 22, Odell and Ryan Anthony Morton, 24; no address was given.
