TD City Council looks into commercial building revitalization; utilities

The Dalles, Ore., March 10, 2025 — The Dalles City Council will consider spending $740,000 in new contracts for assessing the redevelopment of commercial buildings in The Dalles and new technology to monitor and control city utilities.

Contract Review Board Actions

  • Contract No. 24-011: Consideration of a contract for EPA Brownfield Assessment Consulting Services, valued at $445,899. This initiative aims to assess and facilitate the redevelopment of former commercial and industrial sites with potential environmental contaminants.​


  • SCADA System Upgrade Phase 1: Authorization for an engineering services contract amendment with Jacobs Engineering Group. The proposed amendment amounts to $295,156, bringing the total contract value to $1,330,847. This upgrade is crucial for modernizing the city's Supervisory Control and Data Acquisition (SCADA) system, which monitors and controls municipal utilities.

  • Resolution No. 25-011: Adoption of the 2025 Downtown Parking Management Strategy Action Plan. This plan outlines strategies to improve parking in the downtown area, enhancing accessibility and supporting local businesses.​

Discussion Items

  • Computer-Aided Dispatch and Police Records Management System: Discussion on acquiring a new system in partnership with Wasco County. This collaboration aims to modernize and upgrade legacy core policing systems, enhancing efficiency and inter-agency communication.​

  • Legal Consultation: In accordance with ORS 192.660(2)(h), the council will consult with legal counsel regarding current litigation or potential legal matters. This session is closed to the public.​

  • Labor Negotiations: Per ORS 192.660(2)(d), the council will deliberate with designated persons on labor negotiations. This session is also closed to the public.​



On the Consent Agenda

  • Resolution No. 25-014: Authorization to request up to $1 million in grant funding from the Oregon Parks & Recreation Department for the development of the Federal Street Plaza. This grant requires a 40% local match, totaling up to $400,000. The Columbia Gateway Urban Renewal Agency has pledged $150,000 toward this match, with the remaining funds to be sourced from other local contributions.

  • Resolution No. 25-013: Authorization to seek grant funding assistance through the Oregon Transportation Growth Management Program for the preparation of the Westside Area Renaissance Master Plan. Financial implications will be detailed during the meeting.​
