TDPD Detectives Earn State Award for Role in Major Crimes Team Manhunt

The Dalles, Ore., Nov. 12, 2025 — On Friday, November 7th, Detectives from The Dalles Police Department were awarded the Unit Citation for Excellence Award from The Oregon Police Officers Association (OPOA) at the annual OPOA awards ceremony.
The award was in recognition of their part in the capture of a homicide suspect from Hood River, who was located after an extensive manhunt in The Dalles. TDPD Detectives worked closely with other members of the Columbia Gorge Major Crimes Team during this complex case. Chief Worthy's nomination is included below.

On April 11, 2025, the Dalles Police Department Detectives were notified of a Major Crimes Team callout regarding an incident in the City of Hood River. Without hesitation, Detectives Perez and Castro responded under the direction of Detective Sergeant Ell. Upon arrival, they learned that a Hood River resident had been murdered while confronting three individuals in a stolen truck who were attempting to steal his high-value bicycle.

The Dalles Detectives collaborated tirelessly with the Hood River Police Department and Hood River County Sheriff’s Office. On April 12, Detectives located and apprehended two of the three suspects, who were charged with Second-Degree Murder, First-Degree Robbery, and First-Degree Theft. However, the primary suspect remained at large, without a known address and living a transient lifestyle.
For the next three days, Detectives Ell, Perez, and Castro pursued the fugitive relentlessly. They developed information that the suspect was attempting to obtain a handgun. Despite vague tips, cases of mistaken identity, and false leads, they pressed forward—searching transient camps, conducting prolonged surveillance, and utilizing drones to cover difficult terrain. Their unwavering determination never faltered.
On April 15, 2025, their persistence was rewarded. Detective Sergeant Ell located the suspect at a camp near downtown The Dalles. He quickly broadcast the location and suspect description. As officers responded, the suspect fled on a stolen bicycle. The Dalles Police officers swiftly apprehended him without the use of force. He was then turned over to the Mid-Columbia Major Crimes Team.
The dedicated and tireless efforts of Detective Sergeant Ell, Detective Perez, and Acting Detective Castro led to the successful capture of a dangerous and violent offender, significantly enhancing the safety of our community. Their exemplary actions are worthy of the City of The Dalles Police Distinguished Service Award.
