Troopers bust up street racers at Rowena Loops May 13; one wreck, crowd of 150 gather

State Police were called out to Rowena Loops at 7:51 p.m. on Saturday, May 13, on a report of organized street racing, according to the Oregon State Police log generated out of The Dalles.
When officers arrived, Troopers estimated that a crowd of more than 100 were gathered in the Rowena Crest Parking lot as 50 sports cars and their drivers were “racing and burning out their tires on US 30 and in the parking lot.”
It was also reported that sports cars were speeding on Interstate 84 in the eastbound lanes. Troopers also responded to a Black BMW M4 driven by Maksim D Vasilchenko, 21, of Gresham who rolled his car at milepost 76 on US 30 at about 8:30 p.m.
Vasilchenko was cited for failing to drive within his lane, reckless driving, endangering another, failure to display a temporary tag and speed racing.
“Approximately 50 bystanders were at the scene of the crash blocking the road and interfering with the investigation,” according to a report from Trooper Jonathon Swiger. “The bystanders were ordered to clear the road, move their vehicles that parked illegally, and not to interfere with a criminal investigation. The bystanders left the area. The Wasco County Sheriff's Office assisted with this incident.
At Rowen Loops the driver of a yellow Lotus Elise, Bogdan Vladimir Vygovskiy, 23 was cited for failing to drive within a single lane and failing to furnish proof of insurance. The driver of a black BMW M5 sedan, Rustam S Mursalov, 26, of Vancouver was cited for failing to drive within a single lane and operating a vehicle with illegal window tint.
