The Dalles, Ore., Sept. 23, 2025 — Mid-Columbia Community Action Council (MCCAC) announces the release of its comprehensive 2025-2030 Strategic Plan, outlining the organization's priorities for building a better future for community members across Hood River, Wasco, and Sherman counties over the next five years.
The 2025-2030 Strategic Plan has three focus areas: strengthening the organization’s systems and communications, advancing equity and language access, and sustaining effective programs and services.
"This strategic plan represents our commitment to building lasting solutions that address the root causes of poverty in our region," said Leslie Naramore, MCCAC's executive director. “In the past several years, Mid-Columbia Community Action Council has expanded our services significantly to better serve the community, and now we’re focused on stabilizing so we can continue our important work moving forward. We've listened to community members and partners, analyzed local needs, and developed a roadmap that will help us to better serve families and individuals who are working toward stability and self-sufficiency. Our team stands ready to continue this important work regardless of what the next few years might bring."
The 2025-2030 Strategic Plan builds on previous successes, such as opening The Annex transitional housing program in Summer 2023. Located in downtown The Dalles, The Annex provides 48 transitional housing units for individuals and families experiencing houselessness, representing a 259% increase in shelter beds in the tri-county area, and offers culturally responsive physical and behavioral health care support services through community partners.
“The Annex provides much more than a temporary roof over one’s head,” said MCCAC Deputy Director Kyle Bray. “It offers a sense of hope, dignity, safety, and community while giving our guests the stability they need to address the root causes of their houselessness.”
The strategic planning process involved extensive community input through data analysis and community listening sessions. MCCAC gathered feedback from staff and board members, current clients, and community partners to ensure the plan reflects the needs and priorities of community members across the Mid-Columbia region.
