5-6-20, 8 p.m. 15-Mile Creek & Columbia River, illegal hoop net

Narrative by Trooper Justin Frazier: On May 6th 2020 Senior Trooper Gunderson advised me that he observed an illegal hoop net actively fishing on the Columbia River near the mouth of 15 mile within the closed area for tribal subsistence fishing. I responded to the area and located the net. Gunderson and I pulled the net. The net had one oversized sturgeon which was released unharmed back to the river. A short time later the owner of the net was located and interviewed. The case will be forwarded to the Wasco DA's office for prosecution.

Suspect SENTER, STEVEN DELROY, Male, 55, LAPWAI, Idaho 

5-8-20 , 11:14 a.m./ DUI plus/ Narrative by Trooper Michael Holoran. 

I checked a red Nissan pickup at 92 mph in the 55 mph lane closure bridge construction at milepost 96 westbound. I provided other Troopers with the description and Washington Plate. Trooper Routson stopped the vehicle, which had become the subject of a driving complaint, near milepost 83 westbound. I responded to  conduct a field sobriety test in Spanish. The male driver (Jose P Torres Moreno, out of Yakima, was arrested for driving under the influence of a controlled substance, reckless driving. A consent search of the vehicle revealed additional alcohol. A consent search of the driver's wallet revealed methamphetamine inside a dollar bill. The driver was transported to and lodged at NORCOR. He was issued criminal citations for DUI-Controlled Substance, Reckless Driving and Possession of a controlled substance, less than two grams of methamphetamine. He was issued violation citations for open container, no operators license and driving uninsured. The vehicle was impounded by River's Edge Towing.

5-9-20, 9:31 a.m., 15-mile creek, fishing violation 

Narrative from Trooper Jason Walters: Oregon State Police observed an angling violation near The Dalles Dam at the Mouth of Fifteen Mile Creek. Two subjects were contacted and the investigation is ongoing.

5-9-20, 12:52 p.m./ motorcycle crash on Hwy. 197, milepost 4 

Narrative by Trooper Jason Mitro: A motorcycle was traveling southbound on US-197. While negotiating a curve the driver swerved in an attempt to avoid striking deer crossing the road. The motorcycle struck one of the deer and crashed. The deer was dispatched by a passerby, and the motorcycle was moved off the roadway prior to law enforcement arrival. The driver of the motorcycle refused medical transportation. The motorcycle was towed by Bishop Towing to the driver’s residence. The driver of the motorcycle is Adrian Cornell Buyze, 70, The Dalles.

5-9-20, 3:19 p.m., rear-end crash, on SR 282, Milepost 1.5 

Narrative by Trooper Gavin Mcilvenna: I responded to a two vehicle crash on SR 282 at milepost 1.5 northbound. A silver Kia rear ended a silver Chevy SUV that had stopped for a turning farm vehicle. The driver of the silver Kia received minor injuries due to the airbag deploying. The silver Chevy was driven from the scene and Guzman Brothers towed the silver Kia. The road was closed for approximately 30min.

Erik Antonio Pitones, 18, Hood River was driving the Chevrolet and carried passengers Yasmine Juantia Rivera, Alma C Rodriquez Campos, both of Parkdale and a juvenile. 

Maria Azucena Virgen, 34, no address was driving the Kia. 

5-9-20, 8:50 p.m. DUI on I-84, milepost 53, westbound

Narrative by Trooper Jonathon Swiger: I stopped to check on a black 2002 Volvo S80 sedan that was parked on the shoulder of I-84 westbound at MP 53 in Hood River County. The vehicle’s hazard lights were on and the driver was standing outside taking photos of the sunset. I recognized the vehicle from a previous call Hood River PD took where the driver reportedly placed a beer on the roof of the car and then it fell off breaking on the pavement. The driver left the beer on the ground and walked off. Hood River PD was unable to locate the driver at the time but did find his unoccupied car parked near the waterfront at 8:00 PM. I noticed the driver’s speech was slurred, his eyes were bloodshot and watery, and his balance was poor. There was a strong odor of alcohol on the driver’s breath. The driver admitted drinking alcohol but claimed someone else drove the vehicle to where it was parked. No other person were in the vicinity. The driver refused to perform standard field sobriety tests and was arrested for DUII. The vehicle was towed as it posed a hazard to WB traffic. The driver was transported to the Hood River County Sheriff’s Office for the breath test. The driver refused the breath test. I applied for and was granted a warrant for two vials of the driver’s blood. The warrant was served at Providence Hood River Hospital at 11:15 PM. The driver, Joseph Mattew Falon, 46, Vancouver, Wash., was then transported to NORCOR and lodged for the DUII. The driver was issued a violation citation for refusing the breath test. The blood samples were secured in the temporary evidence refrigerator at The Dalles Patrol Office.

5-9-20, I-84, milepost 53 eastbound, littering

Narrative by Trooper Gavion McIlvenna: I observed a lighted cigarette be tossed out the passenger window of a black Subaru with an Idaho temporary tag on I-84 near milepost 53. The lighted cigarette bounced and sparked when it hit the road. The passenger, Jeremy Michael Gleese, 33, Post Falls, Idaho, was cited/released for throwing burning materials.

  

5-10-20, 7:40 p.m., Suspected Stolen Vehicle, I-84 miilepost 97

Narrative by Trooper Jason Calloway: At Exit 97 I-84 westbound I stopped the driver of a silver 2008 Ford Taurus with Washington license plate  after confirming it was stolen and entered stolen by Pasco PD. With cover present a high risk stop was conducted on the Exit 97 westbound off ramp. The driver and right front passenger were detained in handcuffs without incident. The vehicle was cleared of any other occupants. The female driver reported she had the title for the vehicle and purchased it from the previous owner. My dispatcher informed me a Pasco PD Officer contacted her and advised the Taurus was no longer stolen and the investigating officer forgot to remove it from the system as such after it was recovered several weeks ago. Upon learning the vehicle was no longer stolen both occupants were immediately released from handcuffs. I explained the situation to the driver and she had no questions for me. Both subjects were released from the stop without incident. At 8:35 PM, I confirmed Pasco PD did remove the Taurus from the system as stolen.

5-11-20, 12:36 a.m., DUII/ Bret Clodfelter Way, The Dalles

 Narrative by Trooper Jason Calloway: At approximately 12:25 AM, I was parked on the right shoulder of I-84 westbound at Exit 87. I was observing freeway traffic and watching for criminal activity at Jack's Mini Mart located at 3213 Bret Clodfelter Way in The Dalles. The driver of a silver 1998 Honda Accord exited the freeway at Exit 87, traveled by me then up the off ramp. I watched the driver of the Honda stop at the stop sign then travel over to Jack's Mini Mart and park in a parking space on the east side of the building. I continued to watch the driver and noticed he never exited the vehicle. I watched the driver for approximately 10 minutes and he never exited the vehicle. I was suspicious the driver was involved in some type of criminal activity. I watched the driver of a silver four door sedan park next to the driver of the Honda. The right front passenger got out of the silver sedan and went into Jack's. The passenger was only in Jack's for approximately 15 to 20 seconds before he came back out and got back into the passenger seat. Just before the silver sedan left a subject appeared from between the two vehicles and started walking towards the Shilo Inn. As the subject was walking he appeared to look over his shoulder at me at times. I believed the subject got out of the Honda. The driver of the silver sedan left Jacks as I left my position on the freeway. I responded to Jacks and ran the Washington license plate on the Honda to make sure it wasn't stolen and it was not. As I was running the plate the driver opened the driver's door and exited the Honda. I asked the driver who got out of his vehicle and walked to the Shilo. The driver said the subject got out of the other vehicle. When the driver spoke I noticed his speech was slurred. I asked what he was up to and he held up a lottery ticket and said he won. I noticed the driver staggered as he walked into Jacks. I made contact with the driver after he came out of Jacks. I could smell a strong odor of alcohol coming from his person and his speech was slurred. I asked him how much he had to drink tonight and he refused to answer. I informed him I believed he was impaired and I had seen him drive from the exit to the parking lot. The driver, Everett Charles Aleck, 48, Goldendale, refused to perform standard field sobriety tests. After reading him the ROHRs Admonishment he was taken into custody for DUII without incident and transported to NORCOR where he took a breath test with a final result of 0.15%. The vehicle was secured in the parking lot. NORCOR agreed to book and release the driver since his ride had a 45 minute ETA.
