Washington State lawmakers who voted in favor of the Bill contend that the old law was doing more harm than good when it came to offenders who committed their crimes as juveniles. It was a rainy afternoon here in The Dalles on Monday, January 8th, 2023 when Zeb Stelzer, 15, who lives just outside of Dufur, was seen at the high school. Stelzer is an up-and-coming runner in the Dalles High School. While cross country isn't till the spring, and is taking this opportunity for winter practice to improve his time and distance.
